2020年度“魅力中国—外籍人才眼中最具吸引力的中国城市”评选活动现已启动。此活动由国家科学技术部国外人才研究中心主办，自2010年起已连续成功举办十年，旨在鼓励外国友人建言献策，促进城市营商和宜居环境提升，更好服务外籍人才在华工作、生活。2019年，我市成功入选“2018魅力中国—外籍人才眼中最具吸引力的中国城市”前十榜单。今年，为加快西安国际化大都市建设和城市高质量发展，我市作为“一带一路”重要支点城市将继续参与本次活动评选，为做好相关工作，现通知如下：
The selection of 2020 Amazing China — the Most Attractive Chinese Cities for Foreigners has kicked off. It has been hosted by the Foreign Talent Research Center, Ministry of Science and Technology of the People’s Republic of China for ten years since 2010. It’s aimed to encourage comments and proposals from foreign friends to improve the urban environment for business and life, and provide better services for foreign talented people working and living in China. In 2019, Xi’an was listed in the top ten cities in the event of 2018. This year, Xi’an will run again as an important supporting city along the Belt and Road to speed up the construction of an international metropolis and the quality urban development. To better carry out related work, we hereby inform you as follows:
一、 活动评价方式
1. About the Selection
（一）本次主题活动将由45个候选城市的科学技术局（外国专家局）推荐的外籍专家组成外籍专家评审团。我市将邀请至少30名外籍专家加入评审团，其中从中国政府友谊奖获得者、中华人民共和国国际科学技术合作奖获得者、诺贝尔奖获得者，或具有较高社会影响力的外籍专家中邀请不少于5名高端外籍专家。
1.1 The jury of the theme activity will be composed of foreign experts recommended by bureaus of science and technology (bureaus of foreign experts affairs) of 45 candidate cities. Xi’an will invite at least 30 foreign experts to join the jury, including winners of the Chinese Government Friendship Award, China’s International Science and Technology Cooperation Award, and Nobel Prize, or no less than five high-level foreign experts from those with great social influence.
（二）活动全部采用电子问卷调查方式，所有受邀请的外籍专家评价城市需填写完整的调查问卷。
1.2 The activity will be conducted via online questionnaire. All the invited foreign experts need to complete the questionnaire to evaluate cities.

a. High-level foreign experts should visit https://static.gei.com.cn/data.html to download the Word version of the questionnaire, fill in and sign the questionnaire, and submit it to the Bureau, or send it to 232691677@qq.com. The Bureau will submit all the questionnaires received to the Foreign Talent Research Center of the Ministry of Science and Technology.
2.其他外籍专家请在以下链接中在线填写问卷并提交，链接为：http://survey.chinagazelle.cn/dwsurvey/cck44rq.html。
b. Other foreign experts should visit http://survey.chinagazelle.cn/dwsurvey/cck44rq.html, fill in the questionnaire online and submit it.
3.有效问卷：同一名外籍专家不可填写多份问卷，其基本信息及签名重复出现之问卷不计入有效问卷。
c. Valid questionnaire: One expert should fill in only one questionnaire. The questionnaire with repeated basic information and signature will be invalidated.
4.西安市在候选城市名单中代码为39。问卷“Q1您目前居住/工作在哪个城市？”请填写：西安，填写方式参照如下： Xi'an (code 39)。
d. The code of Xi’an in the list of candidate cities is 39. As for “Q1 Which city are you living/working in?” on the questionnaire, please answer with “Xi’an (code 39)”.
二、下载及填写问卷调查时间

活动有效期为2021年5月20日开始，6月30日截止。

本次主题活动对于宣传我市城市形象意义重大，请各相关单位高度重视，积极推荐高端外籍专家，大力组织其他外籍专家填写调查问卷工作。请于6月10日前将高端外籍专家问卷及其推荐表（附件1）、200字专家个人介绍（需注明获奖情况）和一张专家证件照一张工作照报送我局；于6月20日前将组织其他外籍专家在线填写调查问卷情况报送我局（附件2）。
This theme activity is of great significance to promote Xi’an. All relevant departments should attach great importance, actively recommend high-level foreign experts, and vigorously mobilize other foreign experts to fill out the questionnaires. Please submit to the Bureau questionnaires and the recommendation form (Annex 1) of high-level foreign experts, a profile of experts in 200 Chinese characters (with honors and awards), one ID photo and one work photo of experts before June 10; and submit the progress of other foreign experts in filling in the questionnaire (Annex 2) to the Bureau before June 20.
